Public Records Act vs. Information Practices Act: How to Request & Protect Government Records

Accessing public records and protecting privacy in government records are two competing interests. Any member of the public may obtain public records by filing a Public Records Act (“PRA”) request. Individuals may obtain copies of privacy-protected government records about themselves by filing an Information Practices Act (“IPA”) request. You’ll benefit from this session whether you work in the public or private sector, and as both a records manager and member of the public.
This session will:
- Discuss the laws (PRA and IPA)
- Provide side-by-side comparisons
- Present actual PRA and IPA requests
- Provide you with the tools to get the government records you want

Misty Miller has been with the California Housing Finance Agency for 14 years, and has worked in the legal field for 33 years. Misty is the current manager of the CalHFA Records Management Program and is responsible for the creation of and adherence to policies and procedures for the PRA, IPA, and Records Management; new employee and annual recertification training for all staff; and, supervision of the receipt of and responses to public records requests.
Misty is a graduate of Sacramento State University (B.A. – English), has received a Certificate in Legal Assisting from American River College, and a Certificate in Records and Information Management (RIM) from ARMA International. She holds the Registered Paralegal (RP) designation, and is a Certified Information Privacy Professional (CIPP/US), and a member of ARMA International pursuing the Certified Records Manager (CRM) credential from the Institute of Certified Records Managers. Misty is currently the Hospitality Director for the ARMA Greater Sacramento Capitol Chapter.
